If he has been deported, the issuance of the K-1 nonimmigrant visa will depend on the reason for the deportation and his qualifications for the 212(d)(3) waiver. It would be much more likely for the K-3 and the I-601 waiver if he can show a hardship to you as a USC.

What was the basis of his work renewal from 1988 until now? If the stepparent relationship was created before your 18th birthday you can petition for him as an immediate relative. Whether he is eligible to adjust status or must process overseas can only be determined once I know the complete immigration history for him.
