I am not sure why you are concerned about it- you can surrender if you want but I don't believe that keeping the card puts you in any legal danger. You are correct that it will be incredibly difficult to reenter the US on that card or by claiming LPR status! If you want to give up the card, you should contact your local US consulate.

If you are legally residing abroad and we have a USCIS office attached to the consulate, you can apply there. Otherwise you want to be in the US to file the I130 petition for your husband. You should bring his removal orders from the border to a competent immigration attorney specializing in removal to analyze. Since it has been more than five years, that will probably not be a bar to your application.
