If I am an American citizen, just married in Syria and my wife is in Syria, how long will it take to bring her to America?

An I-130 relative petition normally takes about 12 months to process before your wife is scheduled for her visa interview at the US consulate. The consulate in Amman, Jordan is currently handling immigrant cases for Syria. Due to the ongoing civil war and violence in Syria, you may request USCIS to expedite the processing of the petition because of the dangerous situation there.

If someone gets their felony expunged can they come back into the United States?

Your father's removal is for life because of drug conviction. Even if you are successful to withdraw his plea and get it dismissed, the consulate may use "reason to believe" provision and still consider him as a drug trafficker.

I have paid Federal and State Taxes from 2006 to present but did file any taxes 10 years prior to 2006. Would this be a problem obtaining Citizenship?

Naturalization requires five years of good moral character, which includes payment of taxes.  USCIS will look back five years from the date of application to insure that you have paid your taxes, have no criminal convictions, and have paid all child support (if applicable).  I suggest that you contact a competent immigration attorney to discuss your case.  Good luck!
