I want to renew my Green Card which expired in 2013, i have not travelled outside the country since, will it be a problem having it renewed?

If everything is regular, I do not see that you would have a problem renewing the green card even though it expired in 2013. The expiration of the green card does not mean that you are no longer a permanent resident. Conviction for possession of a controlled substance means, in almost all cases, a complete disqualification for all immigration benefits. You can fully expect that the Immigration and Customs Enforcement will begin removal proceedings against you. Most likely, at the interview you will be served with a notice to appear in the immigration court and placed under arrest by U.S. ICE. Same result will follow if you miss your interview. While you have time for it, you should find an attorney who deals with immigration consequences of criminal convictions. If there is anything that can be done to save you from being deported, it should be done as soon as possible. Because it takes time and the ICE will not wait for your attorney to do what needs doing.

Can R type B1/B2 Visa be converted to an H1B Visa?

The B-1/2 Visitor can convert to H-1B (if an H-1B is available). The H-1B visas are not going to be available until October 1st 2014. The earliest start date for those H-1Bs will be April 1st 2014. However, if the H-1B is exempt from the cap then you may be able to apply now. We handle matters like this for our clients all of the time. It is important for our office to do an analysis of the options that are available for your family member and to list out for him/her the timing, best to worst scenarios and costs.
