Should I prove that Actuarial knowledge is essential in my current job or should I apply for H1B instead?

Applying for an H1B could have been an option 6 weeks ago; now you will not have an opportunity to do that until April 1, 2014. On the other hand, responding to the RFE should not be too difficult. Ask Human Resources department for the official description of your position: chances are that it states exactly what USCIS wants to hear. If, for any reason, it does not work, ask the president, CEO, VP, or any other big shot in the company to write an affidavit stating that actuarial knowledge is essential for your current job since you are working on the margin and income prediction based on historical data, etc., etc., etc. If there is an in-house counsel or a human resources specialist in the firm, ask them to look up your job in the Department of Labor's Dictionary of Occupational Titles and give you a printout (selecting the occupational title that matches close enough your position while containing the buzz words you need often requires a deft approach, and experience in working with the DOT).
