If you entered the US legally then yes you should be able to adjust status to green card. If you entered the US illegally then unless you are protected by 245i, you cannot adjust status in the US. Please consult with immigration lawyer for advise.

This depends on her nationality. If she is NOT, Mexican or Filipino, it will take about 12 years. You have about another 8 or 9 years. The previous nationalities have different backlogs.

You should file a motion with proof that you responded timely. There is no appeal from the denial of an I-485, but if your case is referred to immigration court, you can file the case there without additional fees.
