In general, two DUI offenses will not necessarily render an applicant ineligible for naturalization. The dates of the convictions, the full and final dispositions of each DUI criminal proceeding and other details need to be examined to fully assess eligibility, and there is no substitute for engaging an immigration attorney to carefully review the details. Some immigration law firms, including mine, offer legal services on a "flat fee" basis so that a client will know the total expense from the very beginning, and a few immigration law firms, including mine, offer an initial consultation free of charge.

The US government only requires a green card holder to hold a green card when coming back to the country from Mexico or Canada. Your girlfriend from Laos has sufficient documentation to return to the States.
