On the N-400 naturalization form, you can put down both countries on the same line in part 7, section C. That would apprise USCIS as that you visited more than one country on that trip. Generally, if a U.S. citizen's mother intends to travel to the U.S. and complete the process for becoming a Permanent Resident, it will be impermissible for her to enter the U.S. with a visitor's visa. Failing to make full disclosures when entering the U.S. with a visitor's visa can have very harsh immigration-related consequences.

You need to speak with a family law attorney in your area and probably also need to work with the US Department of State so you can arrange to get your daughter back. You may also want to talk with the local district attorney's office as they may have an idea about jurisdiction for your case. I assume you have reported this kidnapping to the police so they may also know the exact procedures. I am not sure of the exact procedures however.
