You need to ask in Colombia what is the procedure for her to have permission to leave Colombia and travel to the US. You probably need written permission from the Mother but you must get the information from Colombia. I would think that the embassy would be a good source to obtain this information.

You need to clarify what you mean by "lacks two more years".  If you came legally and married a US citizen, you can apply for adjustment of status to that of permanent resident.  If your husband is currently incarcerated, it may be difficult proving you didn't get married to him just to get a green card.  I recommend you hire a lawyer to help you apply.
