L1B to H4 conversion

As you filed for H-4 status while you were still legally in L-1 status, you are allowed to remain in the US pending the adjudication of the H-4 request. Inasmuch as you are currently under L-1 status, I assume that you filed for an H-4 change of status and not simply for an H-4 extension. Who will sign the I864A, the petitioner or co-sponsor does it need to be notarized?

We are not sure why they are asking you to do the I-864A. This document is used for a member of the household. If it is for co-sponsorship then the cosponsor would prepare a new I-864 document him or herself. We suggest that you consider enlisting the services of a qualified immigration more professional to guide you so that you do not have any mistakes to the documents which will slow the process for your family member.

My brother was barred for five years for working on tourist visa

I assume that your brother had a problem on entry which caused the 5 year bar. After the 5 years, he may be able to apply for another tourist visa, and whether he gets it will depend on the discretion of the American consulate or embassy officer.
