As of today, you are at 157 days and can file for an EAD. The fact that USCIS issued an NOID makes no difference in terms of your eligibility for work authorization. No one can answer the question about your chances to succeed with your case it is impossible to do without looking at your story and the evidence you have to support it.

You can marry in the US and apply for the green card but cannot travel outside the country using the J-1 visa (after your marriage). This type of visa doesn't allow you to enter the US with the intention to stay. You must travel with either a travel permit or green card.
