Generally no more than 4-6 weeks from the filing time. It really does not matter as to status at the time of filing except that if denied,the person without status will get a notice to appear before an immigration Judge.

If she has entered the country legally, and you are married and she lives in the US, she can adjust status, unless there are grounds of inadmissibility that she may fall under. The passport issue only is relevant if she plans to travel out of the country pending her adjustment of status. Hire counsel anywhere in the US to process her appliaction.

The day you became a citizen, you could notify the USCIS that the petition had to be transferred into F1 category for your children over 21. You should consult an immigration attorney on this matter because, depending on the dates of your children's births, the date you filed the petition, and the date it was approved, there is a possibility that some of your children can become U.S. citizens and that your daughter did not, in fact, age out. The rules are exceptionally complicated, so the answer how they apply in your particular case simply cannot be reached without a review of the details that you did not provide in your question.
