I believe there's no residency or citizenship requirement to get married in Mexico. You should consult a competent lawyer in Mexico or inquire with the appropriate government agencies to know the requirements for getting married in Mexico. If you can get married legally in Mexico, you may file an immigrant petition for your husband after you are married so he could come into the United States to live with you and your children. Alternatively, you may file a fiance petition for him so he enter the United States and marry you here. You should consult an immigration lawyer to know which option works best for you.

B2 visa is for pleasure and not to marry someone. CIS has frequently charged people with visa fraud on this issue. But there is a waiver available. Of course it makes things more complicated and more expensive. The best is to hire an immigration attorney to file a fiance visa for you.
