Typically if an individual enters without inspection, they will have to go back to their home country to consular process. If she had entered with inspection such as a visa she would be able to adjust status without leaving the US. There is a small exception for relatives of active or retired military personnel, where even if they entered without inspection they may be allowed to adjust without leaving. Also since she entered without inspection her US citizen son would have to file a provisional waiver to forgive the unlawful presence. Consult with an experienced immigration attorney.
