Your income should not be a problem. The requirement is that you make over 125% of the poverty guidelines to sponsor him. As to the fact that you are both Filipinos does not matter.

If you have your green card for 5 years, you should file for naturalization. You can start the process for your husband by filing a family petition now, then upgrade it once you have become a US citizen. Or you can wait to be a citizen, then file for your husband. Your husband should be in the US in about one year. If you simply file for your husband without being an American citizen, the wait may be 2 to 5 years depending on his country of origin.

As a B-2 visitor, you normally have to maintain legal immigration status in order to be eligible for adjustment of status. However, there is an exception to the rule if you are the spouse of US citizens. Thus, as long as you are married to a US citizen, you are still eligible to apply for adjustment of status despite overstaying and falling out of status.
