Every consulate follows its own procedure.  Some rely exclusively on the NVC in which case you should follow any direction given to you by the NVC itself.  Only send them what they have asked for when they ask for it.  If the country you are processing through controls the process (rather than the NVC) then the consulate will send detailed instructions to the beneficiary at the address you provided on the I-130.  You should wait until you receive those instructions to respond.  If you send something without following the procedure you have been provided, then it may get lost.  If you want to forward me a copy of the directions you have received up to this point, I may be better able to assist you.
