Good moral character for purposes of naturalization is required for five years prior to the application. That being said, it appears from your fact pattern that she had two incidents of prostitution and the question would be whether she had the charges dismissed/pleaded to some lesser or another offense, or pleaded guilty/ was convicted of two prostitution charges. The K-1 expires within 90 days of its issuance so if you don't get married her status will expire and she will be here illegally. If you don't get married, simply notify ICE that you have not gotten married because the fiance has changed her mind. You should not get involved in trying to make sure they deport her - after your notification of the marriage refusal and the expiration of the K-1 it is up to Immigration as to what they will do with that information.

If you have the expired card, and cancelled check for I-90 (or file online and print out receipt), then make an INFOPASS appointment through the USCIS website. These will be at the nearest USCIS office.
