If a parent enters the country on a temporary visitor visa with the concealed intent to apply for a green card and reside here permanently, USCIS would consider this immigration fraud. If your mom wants to apply for her green card, you should do it honestly so that the case is handled properly. Retain counsel anywhere in the USA. Some of us are very affordable.
