A Form N-600 application is for use by a person who already is a U.S. Citizen and is seeking a Certificate of Citizenship as evidence of that status. A Form N-400 application is for a person who is not a U.S. citizen who is seeking to become a naturalized U.S. citizen. There should be no instances in which an N-600 applicant also needs to file an N-400 application. If you mistakenly may have filed the wrong type of application initially, the USCIS will not transfer the filing fee to another type of application. Especially if you may have improperly filed a Form N-600 application and you are less than thoroughly familiar with immigration-related applications, it would be wise to work with an immigration attorney who could assure eligibility for the application and represent you in properly preparing and fully documenting a new application.

There is no migration to the USA except from various parts of the country inside the USA. She will eventually lose her LPR status once she stayed outside the USA long enough for her to be deemed to have abandoned her residency. How long is long enough would be a good queestion but that one cannot be answered without looking more closely into the situation at hand.
