You should file a petition for alien relative first. This petition could be pending between 8-12 months assuming you file it with all the supporting documents. After the case is approved by the US Immigration Service, then it moves to the National Visa Center which will gather all the documents required to process your husband's immigrant visa at the US Consulate in Ciudad Juarez, Mexico. Immigrant Visa cases are often processed at the NVC in 2-4 months, assuming the petitioner knows what he/she is doing. Family-based consular processing immigrant visa cases could be complex and long. I would advise you to seek specialized legal advice.
