If she was in the US when visiting you and the marriage proposal took place here, then you could marry in US3 month process from start to finish. If you marry in Canada, then could take up to one year to bring her back.

If you become a US citizen, then you can petition for your wife and she can apply for permanent residency at the same time, without returning to India first. If you only moved permanently to the US in 2011, the permanent residency you obtained in 1989 may be suspect. You should consult an immigration attorney.
