I am a U.S Citizen, and my boyfriend lives in Mexico. Is there a way he can come to the U.S besides getting a Visa?

If your boyfriend wishes to do so, he can apply for a visitors visa to come to the US to visit for short periods of time. That can be done immediately.  The issuance of it is in the discretion of an American consular officer. If you are contemplating that he will stay in the US for longer than short periods of visit, you would have to wait until he goes through the process of applying for a student visa, which is again issued in the discretion of a consular officer. Yes, a visitor to the US can get married to a citizen and submit the I-130 relative petition at a later time when it is more convenient for the parties. However, depending on the circumstances of the case, it may also be possible for the visitor to apply for adjustment of status on form I-485 while the visitor is still physically present in the country.

No, there is no way to speed up the process for a U visa. These typically take some time as it is necessary to have a part of the I-918 certified by a Federal or State LEA. Please note that it is a short term nonimmigrant visa. If she has left the US, she may have abandoned her application for change of status and if you are a dependent beneficiary, your application for change of status cannot be approved. Consult immediately with another experienced immigration attorney.
