Possibly, depending on how long the marriage last. In order to obtain her 10 year green card, she must remain married for at least 2 years. If the green card interview and grant of permanent residency prior to their 2 year wedding anniversary, then she will receive a "conditional" green card and must remain married for an additional 2 yrs from the date of the conditional green card. If the interview is after their 2 year wedding anniversary, then she would receive a regular green card without any conditions. If it is a legitimate marriage and not one for the purpose of obtaining legal residency (Sham Marriage), there may be waivers available to her if the marriage does not work out.

The spouse must have sufficient income, if not: the spouse will need to have a joint sponsor. As for the arrest, it all depends on the conviction, if any.
