If arrest charges did not result in a conviction and were dismissed, Immigration & Customs Enforcement has no legal grounds for placing your husband in removal proceedings - but can they do it anyway. Another clear possibility is that, if your husband's green card is a conditional one, USCIS will give you hard time about removing the conditions. Considering these two possibilities, I would advise you to retain an immigration attorney. By the way, if your husband has a 2-year, conditional green card, you have to file a petition for removal of conditions before the card expires - otherwise, your husband will lose his permanent residence automatically.

You will have to go through the adoption procedures before going through the court which again depends on the state of residence. As to the foreign country, you will have to follow their country's law and procedures and the current international adoption law in terms of immigration. It is a complex area of law that cannot be answered in such queries but only by a personal interview with the lawyer. The normal attorney fee ranges from 3k to 10k, barring extraordinary conditions, and cannot be quoted without a personal interview.
