If the PERM application encounters no problems and taking into account the amount of time to obtain a prevailing wage and the required recruitment, it would take approximately 10-11 months to process the labor certification. She should be okay to come on the visit but be up front and disclose the IO-130 is pending, the emergency and demonstrate her intent to return.

For your wife to immigrate with you, she will have to go through a formal application process of submitting forms and documents to the consulate. Then a request for a visa number must be sent to the Department of State, and the visa number received before your wife can be seen for an interview at the consular post. If you wish her to go with you, you will have to delay your departure until she is processed for her immigrant visa.
