Generally, a minor traffic violation abroad will not stand in the way of eligibility to adjust status in the U.S. to become a lawful permanent resident (to get a "Green Card"). The Adjustment of Status application form expressly excludes traffic violations in its question about prior arrests, citations, charges, etc. Depending upon the details, including the date, an unpaid traffic fine, however, could present a problem for naturalization eligibility.

She is only a "stepdaughter" for immigration purposes if you married the parent before she turned 18 years of age. In addition, if she enters with a tourist visa, she will not be allowed to stay. If you file the I-130 before or after entry, she still cannot stay permanently. She can stay permanently after the I-130 is filed, granted and when there is a visa available. Make an appointment for greater details.

If you are grandfathered for section 245(i), you are still deportable. You should find a petitioner to file the labor certification as well as having your father file for you with a family-based petition. As an adult child of a US citizen, it will take several years for the priority date to be current.
