Yes, your sister needs her own I-130 petition.  Your mother is considered an immediate relative and qualifies for a visa as soon as her petition is approved.  Your sister is in the 4th family preference category, which will require her to wait for a visa number to become available before she can immigrate to the US.  Right now the wait for that category is just over 11 years.

You are eligible to apply for Green Card based on marriage to a US citizen. However, on your J1 if you had a 2 year foreign residency requirement, you may have to get a waiver to apply for Green card without leaving the U.S.

If you marry a US citizen you can apply for your green card without the need for a waiver. Three months later you could travel on the green card without the need for any waivers. I would recommend filing for your green card before travelling. If you get your green card, then no waivers apply. You are good to travel eventhough you overstayed in the past.
