A foreigner can marry an American who gets SSI. Even poor Americans or disabled Americans are allowed to get married. If that American marries a foreigner and has insufficient income for an I-864 form, then the American can get a co-sponsor for the I-864.

If he has had his green card for more than five years, he is probably eligible for citizenship now. He needs to apply by filling out the form N-400 with USCIS. He will need to speak enough English to pass the citizenship test, and then he can be sworn in.
