How affect my husband petition if i never report taxes or what else i can do?

Hello Massiel. If you were never required to file taxes, then your application for your husband will be OK. You will need to provide information to the USCIS and Dept. of State documenting that you were not legally required and that your Dad file/claimed you before. You can use your brother as the co-sponsor, no problem.  Let me know if you would like further assistance with the applications.

Can I offer to pay for legal fees to my employer for filing green card ?

Hello. This will depend on the process you use to apply. If they are going to file the Labor Certification/PERM with the Department of Labor, then, they must pay for all associated fees and costs. The 2nd and 3rd stages with the USCIS is arguable, but they are not required to pay all those fees and costs.  Thus, I would need to know more about your specific employment and current visa situation.
