If you already have your green card through asylum then you have already applied for asylum. If you are talking about applying for citizenship, you have to wait 5 years from the date you received your green card.

If his I-485 is still pending, regardless of the I-130 issue, he should be able to receive Employment Authorization Document.

I do not believe that you will be able to do much here. He might be subject to Criminal penalties in addition to a permanent bar. He should consult with an Immigration attorney ASAP.
