Your question needs clarification. If your wife has a "Green Card" (i.e., she already is a Lawful Permanent Resident), then she does not need a visa to enter the U.S. If, instead, your wife is a Conditional Resident and you want to know how and when she may file a Petition to Remove Conditions, or if your wife is a Permanent Resident and she wants to know how and when she may file an application to become a naturalized U.S. citizen, then feel free to repost your question or email me directly for some general information about those topics. Generally, an arrest that long ago will have no impact upon eligibility to apply to become a naturalized citizen, just as it apparently had no impact upon your success in becoming a Permanent Resident about twelve years later. It would be wise for you to consult with an immigration attorney who, after learning all of the details about that arrest and about your history since then, could advise about naturalization eligibility and could offer legal representation for the application process.

It will depend on what the underlying crime was. Certain crimes will make you inadmissible and others will make you deportable, even as misdemeanors. Expungements are generally not recognized USCIS or ICE.
