A debt to the unemployment insurance, by itself, does not disqualify you as the petitioner for your spouse. A difficulty might arise in connection with your income: with the petition, you have to file an affidavit of support, showing that you have enough income to ensure that your spouse will not become public burden (i.e., apply for welfare, SSI, Medicaid, food stamps, etc). USCIS will want to see your tax returns for the last 3 years; if your income in any of these 3 years is below the federal poverty guidelines, you might need a second sponsor for your spouse.

Former green card holders are still eligible to apply for a B2 tourist visa at their home consulates. You would have to overcome INA section 214(b), related to immigrant intent though.
