The law is clear that if you received an immigration benefit through adoption, you are precluded from petitioning for your natural parents. So if you were adopted by an American citizen and immigrated to the States as an adopted child, you are ineligible to sponsor your birth mother. On the other hand, receiving no immigration benefit will allow you to petition for your natural parents as long as there is a termination of the adoption relationship, proof of a natural parental relationship, and that the natural relationship has been reestablished through operation of law such as the law recognizing that after abrogation of the adoptive relationship, rights and obligations between the adopted child and adoptive parents terminate immediately and those between the adopted child and biological parents resume. A permanent resident can petition for unmarried children under the age of 21. It will take some years for your children to arrive in the U.S. You must wait for visas to become available to them. Currently your children are in the Family Based 2A backlog. You can view processing times on the U.S. State Department document called the Visa Bulletin. As soon as you become a U.S. citizen, your minor children will have visas available to them.

Although your question did not mention the type of application you contemplate filing, generally a police felony investigation without an arrest will be irrelevant for immigration application purposes. Depending upon other details not mentioned in your question, your two prior arrests for misdemeanor charges may interfere with application eligibility, however.
