As soon as you are a permanent resident you can file for your 21 year old daughter provided she is unmarried. She will be in the FB-2b queue until you become a citizen yourself. If she does get married before you become a citizen then she will lose her place in line.

you can file I-485, adjustment of status yourself. Now if you have been in the US for too long, like more than 6 months, CIS may deny your application and in that case, you would need your USC spouse to file I-130 and I-485 together.

I am familiar with a procedure for active duty personnel that allows spouses to obtain their green card from within the US without leaving. This is called Parole in Place. However, I am not certain if spouses of veterans will apply for this program. More research is required.
