You could speak to a lawyer about your parents' estate, even without the will. But the will is very helpful. The lawyer will have many other questions for you (mostly about what your parents own), but don't worry about gathering all of the information before you speak to the lawyer.

A beneficiary designation to specific person overrides the will, the trust and any probate proceedings unless someone can prove in court that the designation was made by your father as a result of undue influence or lack of capacity when he made the beneficiary designation.

At 18 you can but typically she has to grant it and if she is mentally incapable she cannot grant it. You can petition a court for guardianship. But that takes $$ and your stepfather might fight it.
