Would a Statutory Durable POA override a spouse?

I think the POA overrides the prior spouse, even if the prior marriage is ruled valid. I do believe, at least in my state, PA, a married person can designate whoever he or she wants as agent in a POA notwithstanding blood or marriage. WHere blood or marriage come in is with the will, for inheritance. Make sure he has a will, so in the event the last wife would contest the estate and the prior marriage be ruled in her favor she wont get the bulk of the estate. See a local TX lawyer for more specific details regarding TX law.

Whether he can do this or not depends on what the power of attorney says. Most POAs say the attorney in fact cannot benefit himself/herself. You need to have an attorney review the power of attorney so your husband doesn't get himself in legal trouble.

If your parents reside in a community property state, or in a marital property state, then your mother would likely be held responsible for any debts your father incurred during marriage. Note that there are rare exceptions to this rule, and your mother may wish to consult with an attorney regarding her options. On the other hand, your father's children would likely not be held responsible for his debts, unless they entered into some type of personal guarantee.
