When a person dies, they no longer can give a power of attorney and any power of attorney they gave before their death terminates. What is likely needed at this point is a probate petition to have a personal representative of the estate appointed.

No, the heirs are not responsible for the debts of the deceased UNLESS those debts were guaranteed or co-signed, or unless the heirs took assets from the deceased that could have been used to pay the debts.

I bills are just in his name you only need to pay the amount that he has assets in his name. In other words, if he has a car just in his name you may need to sell to pay his bills. Unless you sign as personally liable for the bills.
