You probably should consult with an attorney who will need to review the court file to determine what has and has not been done. Also it is important to confirm how title was held to the home when your mother died. There is a possibility that it is not a probate asset and is not subject to the Will.

Only your mother or, under court instructions, a guardian can change her Will.  However, agents under a POA frequently must sell things mentioned in the Will in order to pay for someone's care.  That is not hanging the Will.  However, if you have evidence tending to prove that assets were taken and hidden, please discuss this with a local probate attorney.

At this point, it appears you may need to seek a conservatorship. You can petition the Court to be appointed his conservator. If your father lacks capacity (due to dementia) he would lack capacity to execute a POA. You should consult an attorney who practices in Conservatorships.
