If your husband has broad powers, generally, he can take care of financial affairs as Power of Attorney. However, the Power of Attorney would have to be examined in order to give a complete answer. Some organizations require that power of the specific type of account be expressly mentioned in the Power of Attorney.

You are speaking of deed and title as being two separate things. The deed is the title. You are advised to seek the assistance of a probate lawyer if you were awarded the property out of a probate court with an order, or a real estate lawyer as to how to get the deed in your name only; maybe a title company can assist you also.

Can his sister petition to administer the estate? Yes, but so can you. You should oppose any petition she brings and seek appointment. As to life insurance proceeds, the named beneficiary is entitled to the proceeds unless the beneficiary named was obtained by menace, duress, or fraud. Don't delay, as I see litigation on the horizon.
