The information presented is incomplete. Were the accounts owned solely in your father's name? Were they joint accounts? Did any of the accounts have payable on death or designated beneficiary directions? Who are the legatees under your father's will? Your father's will must be filed with the County Clerk. As the named executor you would seek to open a probate estate and be appointed the representative. As the appointed representative you would collect the probate assets existing at the time of his death, pay all claims against the estate, and distribute the assets in accord with the terms of the will. This may mean that you must recover estate assets improperly converted by your mother, if any. This can be done through the probate estate. If at the time of his death your father had assets in excess of $100,000 or real estate then a probate estate should be opened to administer and deal with the assets. The appointed representative would have the duty to collect the assets of the estate as of the date of death.

Based on your question, it sounds as if there is a probate proceeding pending. If this is the case, you can file a petition with the court asking that the judge order your sister to provide a complete accounting and, if she refuses to cooperate, to remove her as the personal representative of the estate. This is assuming, of course, that you are indeed a beneficiary of the estate (i.e., you were specifically named in the will or you are an heir-at-law if there was no will). You may wish to speak with a Wisconsin attorney regarding your legal options within this estate.

If your girlfriend is paying part of the expenses to build the house, she is entitled to be included on the deed. However, if you are covering all the cost yourself, the deed should be solely in your name. Some options: you can marry and she can inherit the house from you; you can give her a life estate in the house; you can contract with her to have her pay for some or all of the cost of the house over time (land contract); you can leave the house to her in your will.
