He probably needs to sell the house to come up with the money to pay you. The probate estate also will have to pay administrative and filing fees, legal fees, and a personal representative's fee. The cash probably is not enough to pay the fees and pay you the $30,000. The life insurance is not subject to the will unless it is payable to the estate (rather than to an individual beneficiary).

POA has no effect after the principal's death. You are personally not responsible for paying the debts of the decedent unless you have somehow assumed the responsibility of paying for your father's medical bills. If you have not signed any document where you assume the responsibility and it is not a joint debt, you should have no personal responsibility for paying it. However, I would consult with a probate attorney in your area for further guidance specific to your case.

In California, a power of attorney expires when the principal dies. However it may be considered evidence of what the decedent intended to happen at his passing. If the account was set up to provide a beneficiary or pay-on-death direction, that will control. Otherwise it will be covered by a will or, if titled in the name of a trust, as the trust directs. It may even be governed by a trust if not titled in the name of the trust if the trust or trust attachment indicates that was the intention. If no will or trust, it would go to the account-holder's heirs under the laws of intestacy.
