The only thing I can suggest is that you check with the court and see if a copy of the completion was filed with the court. You should be able to buy a copy from the court clerk. I am sure the program has no records from 18 years ago. I am assuming that you do not have a copy of the completion certificate.

You probably have a bench warrant issued for your failure to appear. You need to appear in court in front of the judge and explain why you missed a court date as soon as possible and ask the judge to quash the bench warrant. If you are not currently represented by an attorney, I strongly suggest you retain an experienced DUI attorney in your area for both your drunk driving case and the failure to appear.

Unfortunately, they can. The court system and DMV are, for lack of a better phrase, 2 separate entities with their own rules and regulations. What happens in court has very little effect on DMV and vice versa.
