What can I do about my first DUI at 19 as a minor back in 2007 and wasn't able to complete the program?

First of all there is a probation warrant for your arrest, because you have ceased visiting your probation officer. Second, as to the program, you will probably have to start all over again. So, forget 5 more classes left. Third, 19 is not a minor anywhere in the USA. Fourth, you need to decide IF you intend to retain an attorney.

When you received a notice from the drivers license bureau, It should have told you how to file an appeal. You will have to follow those instructions.
