The decision to reduce charges to reckless driving rests with the State Attorney.  If you cooperated and there is a DUI sobriety video that shows you are performing extremely well on the sobriety tests, there is a chance you can get the charge reduced. Your biggest problem is that your BAC is well over the limit of .08.  You could be convicted at trial of DUI with the breath readings, and so the SAO may not have any motivation to reduce the charges, that combined with the fact that the police apparently have it out for you. The SAO will normally consult with the police with considering a reduction of charges.

It depends where you are charged as to whether you have the right to see the police report. If a municipal charge, then it is up to the judge whether he will permit you to see it. If it is a State court charge or county charge, you have the right to see it. No matter where you are you need to make a request in writing. Fines and costs and other consequences of DWI depend on many factors. You should hire an attorney as the consequences are significant no matter what the circumstances. Legal fees for DWI range from $500 to $10,000 depending on the circumstances and whether you have prior DWI or alcohol offenses. I would be suspect of any fee quoted in the low range, as you get what you pay for.

If the officer fails to show up for trial, you win. But just because the officer left that department, barring additional details such as his being fired for corruption or lying under oath in previous cases, his testimony could still convict you.
