Best thing to do is to hire an experienced DUI attorney that can get the lies brought to the forefront of the case to impeach the officers credibility. It takes a lot more than simply saying the officer lied in his report. Generally this can be accomplished through inconsistencies in the police report, testimony by the officer, applicable court motions, etc.

I'm now in the process of applying for a new job, and they ask if I was convicted of any felonies, do I have to let them know about my DUI charge?

Did you have any felonies prior to the March 2011 incident? If you were not charged in court that means there never was a case against you. The DMV is not a court. It has no District Attorney. It can't charge and "convict" you of a misdemeanor not to mention a felony. It can look at the record and undertake administrative proceedings. The DMV gave you notice of what they wanted to do and offered you a hearing for you to explain/defend yourself.

Is there normally a fine for a first time DUI conviction with a .14 BAC in California and do you always lose your license for a certain amount of time

The fine is about $1,800 although there are sometimes variations between counties. If you did not request a hearing from the DMV you can get your license back after 60 days pass from the date you were arrested you will have to show insurance, begin a class and pay a reissue fee. If you were under 21 there is a one year suspension. You may also be required to install an IID which requires you blow into a breath analyzer which will not allow the car to start if you have been drinking.
