Speedy trial attaches when the charges are filed. After charges are filed you have a statutory right to be brought to trial within a certain time frame depending on whether the charges are misdemeanor or felony and whether you are in custody or out.

Dismissals do not turn into not guilties. Not guilty means that the evidence was heard and the case was decided on the merits.

If you have an attorney talk to them, some Judges make provisions for out of state citizens. If no attorney the Judges policy will control. Some are more lenient than others.
