If I am on probation for DUI and I blew .05 will probation officer arrest me at my next appointment?

You will probably get a probation violation. You can have a hearing or admit. If you blew a .05, a hearing will probably make your situation worse. Better to admit, with recovery comes a relapse once in awhile. It depends on your Judge whether they will put you in jail for a few days (typical sentence) or extend your probation, or perhaps something else. If you do it again, the consequences will be much worse.

Is a toxicology report a good defense for hit and run and DUI charges?

That is not a defense, that is why prescription bottles have the warning about operating machinery. If the charges were filed in court and dismissed as a misdemeanor they can not be refiled.

Would I get jail time for a second DUI offense?

Depends on a lot of factors. The court, your judge and most importantly, your attorney. Hire a good local one.
