Did the arresting officer(s) take your license? If so, does your temporary license indicate whether you are a refusal? The prosecutor can proceed against you for Driving Under the Influence (VC 23152a) but not the "per se" charge of driving with a blood alcohol concentration of .08 or above (VC23152b), unless there is a measurement of blood or breath that is above .08. You should consult a DUI attorney to determine whether or not the evidence is sufficient to support the filing of charges against you.

Can I get my DUI reduced to a wet and reckless?

You cannot get a wet reckless if you have already plead guilty. Your blood alcohol was obviously just on the boarder of the presumption, .08%. If you have not appeared you need to get an attorney to handle your case. The DA may argue you fell asleep because of the effects of the alcohol and that you were not operating with normal care or they may also argue the .08% charge which has the same penalties.

A "wet reckless" is a reduced charge the prosecution can offer in a DUI case during plea negotiations. It's not a charge you can be charged with, but it's a compromise charge that can be reached. It's under Vehicle Code section 23103 and 23103.5. It carries the same priorability as a DUI - it will count as a prior DUI for 10 years. The benefit is that it does not carry the same license suspension as a DUI conviction, there is no alcohol class requirement and it has lower fines. It is still a misdemeanor and can carry probation and other consequences, but is definitely better than a DUI conviction.
