Do I need to declare a DUI I received from outside of America?

Do you need to? NO. When they run your history, which will include an Interpol request, the company will see it. Then you will either be fired for lying, or no one will care because you are doing such a great job.

What can I do about my first DUI at 19 as a minor back in 2007 and wasn't able to complete the program?

First of all there is a probation warrant for your arrest, because you have ceased visiting your probation officer. Second, as to the program, you will probably have to start all over again. So, forget 5 more classes left. Third, 19 is not a minor anywhere in the USA. Fourth, you need to decide IF you intend to retain an attorney.
