There is no good answer. You may want to complain to your local press (Newspaper/TV/Radio). Be prepared for a LARGE hospital bill. My experience has been when a person is in the hospital on a "Jail Hold" the Sheriff has not yet booked them to avoid the Sheriff being responsible for their bills. His personal physician may be granted access.

In Texas you can apply for what's called an occupational driving privilege. Talk to your DWI lawyer or go to the courthouse and ask questions till you get answers.

If that is your only DUI Florida will require you to fulfill those obligations and prove to Colorado that you did them and Colorado will need to clear your license.  When they do, Florida should give you a license.  I would call your attorney in colorado to see how to do that.
